The Verizon support chat log is pretty specific too:

you haven’t answered my question. It is a yes or no question. Is verizon now limiting bandwidth to cloud providers like Amazon’s AWS services?

It could all be bogus but I think it fits the typical cable/internet provider business strategy. Use political influence to restrain the “free market” then abuse the monopoly for as long as you can. I completely expected this after Verizon’s win.
